[lttng-dev] lttng-tool for configure for `liburcu` doesn't use PKG_CONFIG

I used `lttng-tools-latest-2.12.tar.bz2`.  It looks like the main configure.ac (https://github.com/lttng/lttng-tools/blob/master/configure.ac) don't check for PKG_CHECK_MODULES either when looking at lurcu-cds.
