[lttng-dev] lttng-tool for configure for `liburcu` doesn't use PKG_CONFIG

Hi,

When having `lurcu-cds` in the PKG_CONFIG_PATH but not in the LD_LIBRARY or CPATH it's not picket up by the configure script.
