[lttng-dev] LTTng-UST: Bump LTTNG_UST_ABI_MINOR_VERSION to 1

FYI, a similar approach should be taken for lttng-ust 2.12, as
pushed into the master branch:

    Bump LTTNG_UST_ABI_MINOR_VERSION to 1
    
    Increment the minor version of lttng-ust ABI to 1, to take into
    account that the "clear" command was added in this release cycle.
    
    This will allow future LTTng-tools versions to check for this
    capability.
