UST Release 0.12

Announcing the release of UST 0.12. Lots of changes:

* ARM support
* Fix lots of low-level bugs, mostly courtesy of Mathieu and Yannick
* Introduce new ustctl cli.
* API CHANGE!!! libustcmd renamed to libustctl
* API CHANGE!!! libustctl now uses sockets instead of pids
* Short signal names in scripts for busybox compatibility

We are espcially proud of the ARM support thanks to Jason Wessel and 
Mathieu as well as the large number of bug fixes thanks to Mathieu and 
Yannick.
